Vice President of Operations and Employment/Chief Financial Officer

Position Summary

PPL's VP of Operations and Employment/CFO will be chiefly responsible for the daily administration of the agency, providing leadership to the functional areas of accounting and budget management, information technology, human resources, office administration, and other related activities as detailed below. The VP will serve as PPL's Chief Financial Officer. This position will also oversee PPL's two business programs which provide direct employment training opportunities. The VP will serve on the agency's Management Team, have responsibility for supporting the PPL Board's Budget and Audit Committee, and will report to the Executive Director.

The Vice President of Operations and Employment/CFO is a new position at PPL, combining some duties of two long-time senior managers who are retiring. The VP will be responsible for leadership in the areas of accounting, budget development and oversight, results measurement, investment management, information technology, human resources management, volunteer recruitment, general administration including office management activities, special events, and functions related to these areas. The VP will serve as PPL's Chief Financial Officer (CFO). In addition, the VP will supervise the Chief Operations Officer ( COO ) of PPL Industries and the Manager of PPL SHOP (Surplus Home and Office Products), two business programs which provide direct employment training opportunities. As a senior leader within the organization, the VP will also serve on PPL's Management Team, and have significant interaction with the organization's Board of Directors and other stakeholders. The VP will have primary responsibility for staffing PPL's Budget and Audit Committee, and will also report to other Board Committees. The position reports to PPL's Executive Director.

The VP will be expected to embrace PPL's dynamic culture which supports a strong staff commitment to mission and accomplishing tasks through cross agency teams, while also providing clear direction on day-in/day-out operational matters to best achieve organizational goals. Advice and counsel on business practices and strategies with respect to the employment programs will be equally critical for overall agency success. Overall, the VP is to provide direction and leadership that will ensure the effectiveness of PPL programs and management.

Other specific duties will include:

  • Oversee preparation and presentation of monthly financial reports.
  • Monitor, report on, and oversee preparation of annual budgets and program goals.
  • Ensure that financial and administrative practices meet audit standards; serve as liaison with independent auditor.
  • Project and manage agency cash flow needs.
  • Manage PPL's cash investments and reserves, in consultation with Board Advisors.
  • Approve and coordinate the automated financial and management information systems for PPL, and select/schedule multi-campus technology related investments.
  • Assist other senior level staff and program managers in their work through financial and management information analyses, reports and recommendations.
  • Oversee all human resources activities, employee benefits, and personnel policies and procedures; ensure compliance with applicable employment regulations and fair employment practices.
  • Provide direction and guidance in the planning of staff and manager meetings and on-site educational opportunities.
  • Ensure smooth operation of PPL offices and program facilities.
  • Oversee agency-wide community impact measurement process.
  • Secure non-financial resources including volunteers to assist with program implementation.
  • Contribute to ensuring PPL staff perform to their highest potential within a climate of support, learning, teamwork and accountability.
  • Establish and implement goals, objectives, policies and operating procedures in all areas of responsibility.
  • Assume overall responsibility for event planning and execution.
  • Represent PPL externally when appropriate to government and funding agencies, the media and the general public.

Supervisory Responsibilities

As PPL is currently organized, the VP will be assisted by the Director of Administration, who will report to the VP with respect to duties in the VP's areas of responsibility. (The Director will also have a direct reporting relationship to the Executive Director for other duties.) The VP will also be responsible for supervision of PPL's Controller and Accounting staff, Systems Support Manager and other technology staff and contractors, Human Resources Manager and staff, Volunteer Services Manager, Office Manager and general administrative staff, an Events/Measurement contractor, as well as the Chief Operating Officer of PPL Industries and the Manager of PPL SHOP .

 

Candidate Qualifications

PPL seeks a seasoned leader with significant experience in many of the areas outlined above. That experience can come from a private, non-profit or public sector background or a combination. The organization recognizes that the breadth of responsibilities is great, but expects a successful candidate will be able to demonstrate mastery of several essential functions and the ability to effectively lead staff in all areas. The individual must be able to function as PPL's Chief Financial Officer, so experience in that area is a premium. Because PPL Industries and PPL SHOP are employment programs whose mission success depends on business success, acumen in the area of business development and management will be a plus in the relationship a successful candidate is able to forge with staff leaders of those operations.

PPL expects to interview prospective candidates in the summer (July/August), and would like to have the VP in place by October 1 for a period of overlap with the retiring senior managers. Program Support Assistant

Job Summary

Responsible for providing clerical/administrative and program support/assistance to Classroom-based Training Staff, program and program participants; and helps to ensure the smooth functioning of PPL's Classroom-based Training Program operations.

Essential Duties and Responsibilities: The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive.

  • Provide retention and follow up services to TTW graduates as assigned.
  • Marketing and recruitment services such as job fairs and cold calls to promote classroom-based training programs.
  • Manage and keep up-to-date MNjobs.com and other online marketing accounts.
  • Effectively use and maintain Business Partner database to track marketing/recruitment and other business partner contacts.
  • Perform data entry, file creation, copies, mailings and additional clerical tasks as assigned.
  • Work with Classroom-based Training Team in a professional manner to support current programming and new initiatives as required.
  • Host Information Sessions and additional assessment including meeting with interested program candidates to determine eligibility.
  • Perform filing and file system maintenance of related programs.
  • Respond to enquiries made by staff and the general public and make appropriate referrals.
  • Maintain sufficient program specific information such as brochures, handouts, and other items that are used to disseminate program information.
  • Attend weekly staff and check in meetings and report on work activities and projects as required.
  • Provide lunch coverage and back-up Receptionist duties as directed
  • Provide evening coverage at the PPL Learning Center at least one evening/week on a monthly basis
  • Adhere to organizational guidelines and procedures in regards to confidentiality and HIPAA compliance. Attend annual training sessions as directed by manager or required by program.

Additional Tasks and Responsibilities: While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other members.

  • Support PPL LC work and mission by accepting assignments for special projects, committees, etc.
  • Provide information or status on assigned functions to management.
  • Perform other related administrative duties.
  • Performs other duties as assigned or directed.

Qualifications

Minimum Requirements

•  Ability to maintain a good working relationship with all co-workers and the general public and to use good judgment in recognizing scope of authority and during the decision making process.

•  Understand and comply with strict confidentiality guidelines with working with confidential records of the organizations information, and program specific information, including HIPAA compliance.

•  Extensive knowledge of Microsoft Office, particularly with Word, Excel, Access and Outlook.

•  Ability to develop and maintain detailed statistical data and information

•  Ability to perform clerical duties with speed and accuracy without immediate and constant supervision. Ability to type at a speed of 35 wpm.

•  Ability to take initiative and to work both independently and as part of a team.

•  Ability to understand and follow departmental budgets and basic accounting procedures.

•  Proven ability to manage deadlines and prioritize daily operations.

•  The ability to drive a motor vehicle, must have current drivers license, and have proper auto insurance.

Education and/or Experience

•  Associate Degree or equivalent in related field.

•  Experience providing direct services to clients.

•  2 years experience in Office Administration or other closely related field.

Secondary Teacher (Certified)

SALARY: $30,500 - $38,100 (DOE)

STATUS: AUGUST 23, 2008 THROUGH June 11, 2009 (can teach 2008 Summer School if available)

REGULAR FULL-TIME (40 HOURS/Week)

POSITION PURPOSE: To facilitate a positive learning experience for high school students in mathematics, language arts, science or social studies (as applicable) and build and support the agency's mission of encouraging self-sufficiency through education and employment. (School is a member of the Metropolitan Federation of Alternative Schools, accredited by the North Central Association and is a Minneapolis Contract Alternative Program.)

RESPONSIBILITIES:

  • Diagnose and assess students' skills in mathematics, science, social studies or language arts.
  • Develop and implement remediation strategies for students with skill deficiencies.
  • Teach Minneapolis Public Schools (MPS) curriculum standards   
  • Develop and implement appropriate individual learning plans in addition to group curriculum.
  • Responsible for enforcing program rules.
  • Maintain program documentation.
  • Participate in all staff meetings.
  • Act as guide for visitors to work site.
  • Liaison between host agency and program supervisor.
  • Directly supervise and train Assistant Crew Leader

QUALIFICATIONS:

  • Must be 18 years of age or older
  • Must be a high school graduate (or G.E.D.)
  • Must have training and/or experience in youth work and supervision/leadership
  • Must have experience working with hand tools
  • Must have experience with basic construction, landscape and trail cutting
  • Must be willing and able to perform physical labor
  • Must be willing and able to serve as a positive role model
  • Experience working with diverse groups of youth (i.e., cultural, socioeconomic, language, ethnic, etc.)
  • Ability to function in high pressure, high activity level situations
  • Able to work independently and with supervision
