Contribute to PPL Development Projects via the MN State Housing Tax Credit Program

Program Background:  

In 2022, the state passed an exciting and innovative new tool for affordable housing. The Minnesota State Housing Tax Credit (SHTC) program is a way for Minnesota individuals and businesses to finance affordable single and multifamily housing throughout the state, while receiving credit on their state taxes. 
 
Contributors can designate specific qualified projects or contribute to the general pool. PPL affordable housing developments benefit from this program when our projects are designated.     

 

2026 eligible projects:  

PPL has three eligible projects available for contribution in 2026. Click a project name below to see the full project description on the Minnesota Housing Partnership’s website. 

Nellie Francis Court: Affordable workforce housing in St. Paul’s Highland Bridge Development on the site of the former Ford Plant. With 75 units of affordable housing, Nellie Francis Court serves families earning 30-50% of the Area Median Income.  

Restoring Waters: Offering 60 units of supportive housing to people exiting homelessness in St. Paul’s Highland Bridge Development on the site of the former Ford Plant. The building is also home to supportive services organization Emma Norton Services and its admin office, which includes first of its kind “Living Room" a safe, welcoming space where anyone in Minnesota experiencing a mental health crisis can receive immediate help, regardless of whether they live at the property.  

Zaria: Breaking ground in spring of 2026, Zaria, phase two of PPL’s Opportunity Crossing property, will add 90 units of affordable housing in South Minneapolis on the intersection of Lake and Nicollet. Ranging from one to four bedrooms, Zaria includes 14 Supportive Housing units and 20 with MPHA Project-Based Vouchers. Building with the future in mind, the property will be equipped for infrastructure like solar energy.
